The Council Sustainability Committee reviewed the results of a decarbonization goal analysis, which recommended maintaining the 2045 carbon neutrality goal since local actions alone cannot close the emissions gap, with regional/state policies (like Bay Area Air District appliance rules) driving most reductions. Members emphasized the importance of financing, incentives, tracking EV adoption and bike/trail usage, and outreach through schools. Staff also gave a progress update on Sustainability Action Plan 4 (91% complete) and proposed roughly $2 million in near-term investments for heat pump rebates, multifamily EV charging, shuttle service, fleet EV charging, and solar/battery projects. The committee gave a straw poll to hold a special meeting for a Santa Clara County sea level rise gathering to avoid Brown Act issues.
